First Neighbourhood Plan Approved in London

The Norland Neighbourhood Plan, covering the Norland Conservation Area in Holland Park, West London, has become the first neighbourhood plan in the capital to secure the backing of voters in a local referendum.

Passing by a 74% majority the referendum is the sixth to take place nationally. With all of the neighbourhood plans put to the vote so far being approved.

The neighbourhood plan – which was developed and consulted on by the Norland Conservation Society – was one of the first to be designated as a neighbourhood forum back in June 2012.

The positive vote marks another success for the neighbourhood planning policy, which was introduced under the Localism Act to allow parish councils and neighbourhood forums to draw up plans for their local area.

It is still too early to gauge the impact of neighbourhood planning in delivering regeneration and development across London. A survey conducted in November 2013 identified 74 potential neighbourhood forums in London – so there is a clear appetite, particularly within Inner London.

However until now it hasn’t being possible to see how an adopted plan would interact with Local Plans and community acceptance of development. The Norland Neighbourhood Plan will give us all the first opportunity to see “Localism” in action.
